Manufactured output must be able to support revenue generation sufficient to provide for retirement of the capital debt required for construction and replacement of the facility. It must also support sufficient revenue generation to fund required maintenance.

Cost Control

Internal cost controls must be considered in facilities planning. Inefficient production facilities, or the inefficient use of production facilities work against the development, implementation, and functioning of effective cost control programs. The facilities engineer must be both conversant with an organization's budgeting process, and must be cognizant of the budget requirements for each production facility, in order to assure that effective cost control is supported by facilities planning (Haveman, 1985, p. 74).

User Requirements

A knowledge and understanding of the requirements of the organizational units which will use various production facilities is essential for the conduct of effective facilities planning by the facilities engineer. The most detailed and carefully constructed facilities management plan is worthless, if it does not support the requirements of the using organizational units.
